    The Cambodian International Conference Center Urban Complex Project aims to construct a modern conference center as a regional hub for international conferences, diplomatic activities, and national events. SIET was engaged to conduct comprehensive project risk assessment and due diligence. The assignment involved assessing the construction contract, project financing plan, and social and environmental compliance, as well as reviewing land and urban development regulations.

    This assignment supported the Asian Development Bank in the design and operationalization of the Green Finance Catalyzing Facility (GFCF), a pioneering blended finance mechanism to mobilize private and institutional capital into green infrastructure projects in the People’s Republic of China. SIET provided financial analysis and due diligence support to strengthen project bankability, enhance leverage of concessional funds, and support the development of a scalable green finance platform aligned with national climate and sustainability objectives.

    This assignment supported the Asian Development Bank in the detailed design of structured finance mechanisms and on-lending arrangements for the Green Finance Catalyzing Facility (GFCF) in the People’s Republic of China. SIET provided advisory support on blended finance structures, project eligibility frameworks, and financial mechanisms aimed at transitioning green infrastructure projects to bankability and mobilizing private, institutional, and commercial capital.

    This project supported the Asian Development Bank in the preparation of a multi-tranche financing facility (MFF) aimed at strengthening regional cooperation, trade facilitation, and cross-border connectivity in Xinjiang. SIET contributed financial and financial management expertise to assess investment feasibility, financing sustainability, and bankability of proposed transport, logistics, and trade-related infrastructure across key border economic zones.
