China Climate Change Framework Loan CCCFL-I &II – Consulting Services for the Energy Projects
Under the China Climate Change Framework Loans (CCCFL-I and CCCFL-II), SIET, as part of the RINA–SIET consortium, provided long-term engineering due diligence, appraisal, and implementation supervision services to the European Investment Bank for climate and energy projects across China. The assignment covered renewable energy, energy efficiency, and low-carbon heating projects, ensuring technical soundness, procurement compliance, and alignment with EIB and EU policies throughout the project lifecycle.

Promoting Industrial Park Green and Low Carbon Transition Project
This ADB technical assistance supports the preparation of a financing program to accelerate green and low-carbon transition in industrial parks in the People’s Republic of China. SIET provides project preparation and climate finance advisory services, including subproject identification and appraisal, financial intermediary loan design, development of low-carbon taxonomies and carbon monitoring systems, institutional capacity building, and preparation of all ADB Report and Recommendation of the President (RRP) documentation.

Green Finance Catalyzing Facility – Blended Finance Mechanism Design and Due Diligence
This assignment supported the Asian Development Bank in the design and operationalization of the Green Finance Catalyzing Facility (GFCF), a pioneering blended finance mechanism to mobilize private and institutional capital into green infrastructure projects in the People’s Republic of China. SIET provided financial analysis and due diligence support to strengthen project bankability, enhance leverage of concessional funds, and support the development of a scalable green finance platform aligned with national climate and sustainability objectives.

Green Finance Catalyzing Facility – Structured Finance Mechanism and On-Lending Design
This assignment supported the Asian Development Bank in the detailed design of structured finance mechanisms and on-lending arrangements for the Green Finance Catalyzing Facility (GFCF) in the People’s Republic of China. SIET provided advisory support on blended finance structures, project eligibility frameworks, and financial mechanisms aimed at transitioning green infrastructure projects to bankability and mobilizing private, institutional, and commercial capital.
