Project Background and Objectives
The Jiangxi Ganzhou Rural Vitalization and Comprehensive Environmental Improvement Project was prepared with an estimated total investment of approximately USD 400 million, including a requested USD 200 million loan from the Asian Development Bank. The project aims to strengthen environmental management capacity, pilot green development mechanisms, improve rural waste and sanitation services, and enhance water and soil conservation practices across targeted rural areas.
The project contributes to rural revitalization by addressing environmental infrastructure gaps while promoting sustainable and climate-resilient development.
SIET’s Role and Services
SIET was engaged to provide transactional technical assistance to ADB and the Executing Agency to support project appraisal and improve investment readiness. The scope of services included:
- Sector assessment and overall project appraisal support
- Technical due diligence and project design review for rural waste management, sanitation systems, water resources, and solid waste management
- Institutional development assessment and capacity strengthening recommendations
- Design of green development mechanisms to support sustainable rural investment
- Economic and financial analysis, including financial management assessment
- Environmental impact assessment and review
- Resettlement impact assessment
- Poverty, social, and gender analysis, including mitigation measures
- Climate risk and vulnerability assessment and development of risk management measures
- Procurement planning and procurement risk assessment
- Preparation of all linked documents and supplementary documents required for the ADB Report and Recommendation of the President (RRP)
Outcomes and Value Added
The transactional technical assistance strengthened the project’s technical design, financial viability, safeguard compliance, and institutional readiness. SIET’s integrated appraisal approach ensured that environmental improvement, rural revitalization, and climate resilience objectives were translated into a bankable, MDB-compliant investment program.
