Project Background and Objectives

The Barbados Climate Resilient South Coast Water Reclamation Project aims to enhance national water security and climate resilience by upgrading the existing South Coast Sewage Treatment Plant and developing a new water reclamation facility. The project introduces tertiary wastewater treatment to enable the safe reuse of treated effluent for agricultural irrigation and aquifer recharge, addressing chronic water scarcity and strengthening environmental protection on the island.

Scope of EPC Contract

The EPC contractor is responsible for the design, construction, operation, and maintenance of the wastewater treatment and water reclamation facilities. The system is designed to handle treatment capacities ranging from approximately 9,000 m³/day during the dry season to up to 28,000 m³/day during the wet season, covering a 30-month design and construction period followed by a one-year operation and maintenance phase.

SIET’s Role and Services

SIET is engaged by the EPC contractor to provide comprehensive engineering management and compliance support across the full project lifecycle. Key services include:

  • Technical design review of wastewater treatment and water reclamation facilities
  • EPC contract administration and contractual risk management
  • Environmental and social monitoring and management in line with international lender requirements
  • Development and review of environmental and social management documentation
  • Greenhouse gas emissions modeling and mitigation analysis covering design, construction, and operational phases

Outcomes and Value Added

All project documentation and implementation processes are aligned with the environmental and social safeguard standards of the Inter-American Development Bank (IDB) and the European Investment Bank (EIB). SIET’s involvement ensures that engineering delivery, environmental and social compliance, and climate mitigation considerations are fully integrated into the EPC execution, supporting successful project delivery and long-term operational sustainability.
