Project Background and Objectives

The Cambodian International Conference Center Urban Complex Project is a large-scale urban development initiative designed to construct a modern international conference center with supporting commercial, public, and infrastructure facilities within a comprehensive urban complex. It will be served as a regional hub for international conferences, diplomatic activities, and major national events.

A key component of the project is the development of specialized underground facilities intended to enhance operational resilience, emergency preparedness, and continuity of critical governmental functions. The project aims to deliver a secure, functional, and technically robust urban landmark that meets both national development objectives and international standards for large public facilities.

SIET’s Role and Services

SIET was engaged to provide risk assessment and due diligence support for this project. Our scope of services included:

  • Project Risk Assessment: Reviewing the construction contract, project financing structure, and identifying potential risks related to financing and regulatory compliance.
  • Financial Due Diligence: Analyzing the project’s financing plan to ensure financial feasibility and alignment with long-term sustainability goals.
  • Social and Environmental Compliance: Reviewing the project’s adherence to national regulations, environmental standards, and social impact considerations.
  • Land and Urban Development Regulations Review: Ensuring the project complies with local land-use regulations and urban development guidelines, fostering responsible growth and sustainable urbanization.

Outcomes and Value Added

SIET supported the EPC contractor by identifying and mitigating key risks throughout the project’s implementation phase. Our main contribution was helping the contractor navigate potential financial, regulatory, and operational risks, ensuring the project remained aligned with local regulations and financial feasibility. Through thorough risk assessments and strategic guidance, SIET enabled the contractor to address challenges early, ensuring smooth project execution and minimizing delays.
