Project Background and Objectives

The Climate-Resilient Agriculture Facility Project is being prepared with proposed loan from the Asian Development Bank. Thailand’s Bank for Agriculture and Agricultural Cooperatives (BAAC) serves as the Executing Agency and financial intermediary, responsible for on-lending to eligible sub-borrowers across priority agricultural value chains.

The project aims to (i) strengthen institutional capacity for climate-resilient and sustainable agriculture development, and (ii) improve access to finance for climate-resilient, inclusive, and low-carbon value chain investments.

SIET’s Role and Services

SIET is engaged as the technical assistance consultant to deliver three interrelated outputs over a 34-month implementation period, supporting full project preparation and early implementation readiness.

  • Capacity Building for Climate-Resilient Agribusiness. The TA team provides structured training programs for BAAC staff, farmers, agricultural cooperatives, and other stakeholders on the establishment and management of climate-resilient, inclusive, and sustainable agribusinesses. Training modules integrate climate risk considerations, value-chain upgrading, and financial readiness.
  • Readiness for Climate-Resilient Value Chain Development. The TA supports the identification of key gaps and constraints along targeted agricultural value chains and undertakes preparatory measures to improve readiness for the ensuing investment project. This includes integrating climate-resilient features, promoting value addition, and ensuring the effective inclusion of smallholder farmers in upgraded value chains.
  • Project Preparation and Financing Design. SIET leads the preparation of all technical, financial, and institutional components required for ADB approval and implementation, including:
    • Identification and screening of representative subprojects for financing
    • Technical, economic, and financial feasibility assessment of subprojects
    • Review of environmental and social safeguard requirements and preparation of safeguard documents
    • Design of an innovative financial intermediary loan structure to support low-carbon transition in agriculture and food systems
    • Development of a monitoring, evaluation, reporting, and verification (MERV) system for carbon footprint management
    • Capacity development of BAAC on project management and implementation
    • Preparation of all linked documents and supplementary documents to the ADB Report and Recommendation of the President (RRP)

Outcomes and Value Added

The technical assistance establishes a robust, climate-aligned financing framework that enables BAAC to channel large-scale concessional and market-based finance into climate-resilient agricultural investments. SIET’s work ensures that the project is technically sound, financially viable, safeguard-compliant, and implementation-ready in line with ADB requirements.
