Project Background and Objectives
The European Investment Bank appointed the RINA–SIET consortium under a consultancy framework agreement to support EIB operations in China under the China Climate Change Framework Loans (CCCFL-I and CCCFL-II), as well as subsequent framework operations and climate and environment programs implemented with Chinese financial institutions, including China Eximbank.
The framework supports a wide range of climate mitigation investments, including renewable energy generation, industrial energy efficiency, and low-carbon heating and power systems.
SIET’s Role and Services
Within the framework, SIET provided comprehensive engineering management and supervision services covering the full EIB project cycle. Key responsibilities included:
- Technical, financial, economic, and environmental and social due diligence
- Project pre-appraisals and full appraisals
- Implementation supervision and construction progress monitoring
- Review of bidding documents and bid evaluation reports
- Verification of disbursement conditions and undertakings
- Review of design variations and technical changes
- Cost monitoring, claims assessment, and payment verification
- Environmental and social safeguard compliance and Environmental Management Plan (EMP) implementation monitoring
- Compliance review against EIB policies, EU Directives, and applicable standards
- Risk identification, key issues analysis, and solution development
- Review of insurance arrangements
- Preparation of annual progress reports and project completion reports
Outcomes and Value Added
Through sustained engagement across multiple projects and technologies, SIET supported EIB in ensuring that climate and energy investments in China met high standards of technical quality, environmental and social compliance, procurement integrity, and financial accountability. The framework demonstrates SIET’s ability to act as a trusted lender-side engineering advisor for complex, multi-year climate finance operations.
