Project Background and Objectives

To support sustainable and climate-resilient tourism development in Vanua Levu, the Government of Fiji requested technical assistance from the World Bank to identify priority infrastructure and essential services requiring upgrading or new investment. The assignment aimed to strengthen climate resilience, improve service reliability, and support long-term economic development in one of Fiji’s key tourism regions.

SIET’s Role and Services

SIET was engaged by the World Bank to deliver a comprehensive assessment and advisory program covering four core activities:

  • Identification and screening of critical and essential infrastructure and service investments supporting sustainable tourism, with a particular focus on opportunities for public–private partnership (PPP) development.
  • Assessment of climate risks and potential impacts on the prioritized infrastructure investments, considering hazards such as extreme rainfall, flooding, sea-level rise, and climate variability relevant to Vanua Levu.
  • Preparation of high-level technical and strategic options to enhance climate resilience in recommended essential facilities and infrastructure investments, supporting informed decision-making by the Government of Fiji and development partners.
  • Delivery of capacity building activities and training sessions for relevant Government of Fiji stakeholders, strengthening institutional understanding of climate risk, resilience planning, and sustainable infrastructure development.

Outcomes and Value Added

The assignment provided the Government of Fiji with a structured, climate-informed basis for prioritizing infrastructure investments that support sustainable tourism while enhancing resilience to climate change. The outputs also strengthened government capacity to integrate climate risk considerations into infrastructure planning and future investment programs.
